Vigencia. Este decreto rige a partir de la fecha de su publicación, deroga las normas que le sean contrarias, en especial los Decretos 280 del 08 de febrero de 1996, y el 2070 del 21 de agosto de 1997 y modifica los artículos 2º y 10 del Decreto 1826 de 1994.
