El presente Decreto rige a partir de la fecha de su publicación, deroga el Decreto 90 de 1994 con excepción de los artículos 19 y 20, el Decreto 135 de 1994 y el artículo 1º del Decreto 430 de 1994 y demás disposiciones que le sean contrarias y surte efectos fiscales a partir del 1º de enero de 1995.
