Con excepción del personal de Guardianes, que será designado por Resoluciones del Ministerio de Gobierno, los demás empicados del ramo de Prisiones se nombrarán por medio de decretos del Poder Ejecutivo. El Ministerio de Gobierno podrá delegar en el Director General de Prisiones o en los Directores de las Penitenciarias la facultad de nombrar el personal de Guardianes, mediante resoluciones que deberán ser sometidas a la aprobación del mismo Ministerio.
