Artículo noveno. Queda terminantemente prohibido en todas las zonas tabacaleras del país, comprar o vender tabacos verdes o con exceso de humedad, admitiéndose hasta un 25% de humedad para el tabaco en rama que se comercie en el mercado interior, y hasta un 18% para el tabaco en rama para exportación.
