Articulo decimonoveno. En los asuntos departamentales y municipales, se aplicará el mismo procedimiento gubernativo, salvo cuando las ordenanzas establezcan reglas especiales en asuntos que sean de la competencia legislativa de las Asambleas. La publicación prevista en el

Parágrafo 1

del artículo undécimo, se hará en el periódico oficial del Departamento. Ante el Gobernador se surtirán las apelaciones contra las decisiones definitivas de los funcionarios, agentes o personas administrativas del orden departamental y de los Alcaldes Municipales, y ante el Alcalde las correspondientes a los de orden municipal.
