Cuando el Prefecto se ausente de la Capital de la Provincia podrá quedar encargado del despacho de los asuntos el Secretario, cuando así lo disponga el Prefecto, con aprobación del Gobernador. En este caso el Prefecto podrá nombrar de Secretario que autorice sus providencias a cualquiera de sus subalternos.
