No podrá ser nombrado Magistrado de la Corte ninguno de los miembros del Congreso que haya concurrido como Senador o Representante a todas o a algunas de las sesiones en que tenga que hacerse la elección, ni los Secretarios de las Cámaras y empleados de la Secretaria que estén en idéntico caso.
