El Gobierno Nacional destinará los recursos de que trata el artículo anterior de modo exclusivo a cubrir las deficiencias estacionales o transitorias de la Tesorería General de la República a fin de mantener la regularidad de los pagos derivados del ejercicio presupuestal, sin que puedan servir para la apertura de créditos suplementales o extraordinarios en el presupuesto nacional.
