Art. 4.° El auxilio a que se refiere el artículo precedente, se dará por el Poder Ejecutivo, siempre que se le dé seguridad a su satisfacción de que será invertido en la obra, i la ejecución de ésta se hará bajo la inspección del mismo Poder Ejecutivo, en los términos que tenga a bien disponerlo.
