Las personas naturales o jurídicas, las entidades o sociedades industriales, comerciales, tecnológicas, investigativas, de carácter oficial, semioficial o privado (nacional o extranjeras) cuyas actividades a juicio de las entidades del Estado encargadas por la ley para tal fin puedan alterar el medio ambiente o ejercer un impacto negativo sobre los recursos naturales renovables, deberán contratar, previamente a la iniciación de su actividad, estudios de impacto ambiental elaborados por Biólogos y otros profesionales colombianos matriculados o por firmas por ellos debidamente constituidas.
