Se autoriza ni Gobierno Nacional para aportar al capital del Instituto de Fomento Industrial hasta la suma de doscientos millones de pesos ($ 200.000.000.00) moneda legal para su fortalecimiento financiero.

Parágrafo 1

Facúltase al Gobierno Nacional para abrir créditos, contracréditos o hacer traslaciones presupuestales, y para contratar empréstitos internos o externos, a fin de dar cumplimiento al presente artículo.

Parágrafo 2

Las operaciones de crédito externo que el Instituto de Fomento Industrial proyecte para el cumplimiento de sus propios fines, deberán obtener la previa aprobación del Consejo Nacional de Política Económica y Planeación.
