EL Ministro de Instrucción Pública procederá a uniformar el plan de estudios de las Facultades oficiales que confieren títulos de Doctor en Medicina o Dentistería en los Departamentos, ciñéndose a los Estatutos y Reglamentos de la Facultad de Bogotá, y no autorizara la expedición de diplomas de instrucción profesional a los institutos que carezcan de los medios indispensables para la enseñanza.
