Los funcionarios públicos que intervengan en la calificación de los contribuyentes al impuesto sobre la renta, o que revisaren las tasaciones respectivas, o que a cualquier titulo conocieren de las evaluaciones y reclamaciones, no podrán gozar de emolumentos basados en el porcientaje del producido de ese impuesto.
