º De la prohibición de excluir a los productores u oferentes nacionales . En ningún caso se podrá eliminar la posibilidad de que productores; de bienes de origen nacional presenten propuestas, pero éstos deberán hacerlo dentro de los términos y con los requisitos prescritos por las normas sobre contratación administrativa. En ejercicio de la potestad reglamentaria, el Gobierno Nacional determinará lo que se entiende por bienes de origen nacional.
