Competencia. De los recursos contra las sentencias dictadas por las Secciones o Subsecciones del Consejo de Estado conocerá la Sala Plena de lo Contencioso Administrativo con exclusión de los Consejeros de la Sección que profirió la decisión, sin perjuicio de que estos puedan ser llamados a explicarlas.
