ARTÍCULO 2º. De conformidad con el artículo 132 de la Constitución, el Presidente de la República hará la distribución de los negocios según sus afinidades entre los distintos Ministerios que por la presente Ley se reconocen y hará las traslaciones que estime convenientes para el mejor despacho de los asuntos públicos de las acciones necesarias de unos a otros Ministerios.
