La creación, supresión y fusión de cargos en el Instituto Colombiano de Bienestar Familiar, lo mismo que la fijación de asignaciones, se hará por la Junta Directiva de la entidad. Esta función se cumplirá teniendo en cuenta las normas sobre clasificación y remuneración vigentes para el Instituto lo mismo que el equilibrio del presupuesto correspondiente.
