Para la instalación y organización del servicio de Aeronáutica Civil, con las funciones señaladas en los artículos 84 y 85 de ésta Ley y las que se le agreguen por el Gobierno, conforme al articulo 86, abrese un crédito adicional a las apropiaciones de la actual vigencia del ramo de Guerra (con imputación al capítulo 32, artículo 193, del detalle de las actuales apropiaciones), y con cargo al superávit liquidado en 31 de diciembre de 1937, por la suma de ciento treinta y tres mil ciento cincuenta pesos ($ 133,150).
