Los Jefes, Oficiales y Tropa de la Guardia colombiana no intervendrán en las elecciones del Estado ó Estados en donde residan en servicio activo, sino para ejercer pacíficamente los derechos de sufragio que les conceda la legislación local respectiva, ó para hacer efectiva la garantía de ese sufragio, conforme á la misma legislación y bajo la inspección de las autoridades legales correspondientes.
