ARTICULO 8o. El artículo 323 del Decreto 2666 de 1984, quedará así: ARTICULO 323. Disposición más favorable . Si antes de la decisión y siempre que las mercancías permanezcan en Aduanas, se expide una norma que favorezca al recurrente, la administración deberá aplicarla obligatoriamente, aunque no se haya mencionado en el recurso interpuesto. Parágarafo. Esta norma será aplicable a las declaraciones de mercancías que, a la fecha de este decreto, no hayan sido objeto de recurso administrativo.
