En desarrollo de lo dispuesto por el ordinal 20 del artículo 76 de la Constitución Nacional, créase en la ciudad de La Unión (Nariño), cuna del ilustre poeta, la Casa de la Cultura "Aurelio Arturo", la cual contará con los servicios de biblioteca, cinemateca y de una emisora cultural.
