Desarrollador. Es la persona jurídica nacional o extranjera, legalmente establecida en Colombia, con Numero de Identificación Tributaria propio, que adelante las obras de urbanización, construcción e infraestructura de servicios y edificaciones, de una o varias Zonas Francas. La calidad de Desarrollador se adquiere con el acto de calificación expedido por el Usuario Operador.
