° Tanto las cuentas de compras y ventas como las planillas de jornales, deberán ser visadas por el Agrónomo Nacional de Popayán, quien no lo hará sino cuando el gasto que ellas impliquen se ciña estrictamente a las disposiciones de este Decreto. Este empleado también tendrá como función principal la enseñanza por medio de demostraciones a los pequeños agricultores del manejo y dirección técnica de los cultivos.
