Ámbito de aplicación. Las normas del presente título aplican a las personas naturales o jurídicas responsables de los lugares con alta afluencia de público, a los prestadores de servicios de salud que oferten el servicio de transporte asistencial básico o medicalizado de pacientes, así como a la Superintendencia Nacional de Salud, al Instituto Nacional de Vigilancia de Medicamentos (Invima), y a las entidades territoriales del orden departamental, distrital y municipal.
