Preferencia para traslados. Los educadores escalafonados que desempeñen su profesión en poblaciones de menos de cien mil habitantes, serán preferidos para ocupar las vacantes y nuevas plazas que se presenten en las ciudades de población superior a la expresada, de acuerdo con las normas que se establezca el reglamento ejecutivo, así preferencia con educadores licenciados que presten sus servicios en la enseñanza primaria.
