El avaluó a que se refiere el artículo 1° de esta Ley se verificará por dos ciudadanos honorables vecinos, nombrados el uno por la Junta de Hacienda del Municipio y el otro por el Gobernador del Departamento. En caso de desacuerdo entre los peritos principales, actuará un tercero, también vecino del respectivo Municipio, designado por la Cámara de Comercio del Departamento del Tolima.
