Promulgada la presente Ley, el Gobierno procederá a otorgar la escritura pública correspondiente de conformidad con los precios estipulados en el contrato celebrado por el Ministerio de Gobierno y el apoderado del General Quintero, y que el Consejo de Estado improbó por carecer el Gobierno de ley expresa que lo autorizara para tal fin.
