La Escuela Normal Rural "La Inmaculada", de Barbacoas, tendrá los recursos completos correspondientes al magisterio rural, con sus Secciones de Primaria y las demás que el Gobierno considere indispensables para el desarrollo intelectual, en armonía con las necesidades económicas, industriales y agropecuarias, propias de la región.
