El Instituto tendrá, un Gerente General, agente del Presidente de la República, de su libre nombramiento y remoción., quien será el representante legal y primera autoridad ejecutiva y tendrá a su cargo la administración del Instituto.

Tendrá también el Instituto; Subgerentes y Gerentes Regionales designados por el Gerente General con aprobación de la Junta Directiva, quienes tendrán la representación del Instituto en los términos que les fije expresamente la Junta Directiva.
