En caso de que antes del 20 de julio de 1926, fuere necesario adquirir para el dominio ferroviario nacional alguna vía férrea con el fin de atender el gasto que tal adquisición demande podrá el Gobierno abrir a la Ley de Apropiaciones el crédito necesario, sin necesidad de llenar otras formalidades que la aprobación del Consejo de Ministros.
