De conformidad con el numeral 12 del artículo 76 de la Constitución Política, revístese al Presidente de la República de facultades extraordinarias por el término de cuatro años, contados a partir de la fecha de vigencia de la presente Ley, para reducir de forma global o por posiciones de tarifa del impuesto a las importaciones previsto en el artículo 95 de la Ley 75 de 1986 . Dicha reducción afectará proporcionalmente la distribución de este impuesto.
