El congreso de la federación se reunirá ordinariamente cada dos años, en la fecha y lugar acordados por la Junta Directiva, y extraordinariamente cuando sea convocado por el Comité Ejecutivo. Para ambos casos, la comunicación deberá hacerse por escrito a las asociaciones municipales federadas, con una antelación no menor de veinte días.
