Artículo segundo. El Pabellón Nacional permanecerá izado en los edificios públicos nacionales de todo el país durante la fecha conmemorativa del Día de los Derechos Humanos el 10 de diciembre del presente año, y los Ministerios de Relaciones Exteriores, Justicia y Educación Nacional, se harán representar en las ceremonias públicas que con motivo de esta conmemoración sean programadas en la capital por el Comité Colombiano de Colaboración con las Naciones Unidas.
