º Atribuciones especiales . Para el mejor complimiento de los fines del Instituto, este tendrá las siguientes atribuciones especiales

Adquirir toda clase de bienes y derechos, conforme a disposiciones legales vigentes, conservarlos, mejorarlos, grabarlos y enajenarlas.

Ejecutar todas las operaciones financieras que requiera el normal funcionamiento del Instituto.

Administrar sus propios bienes.

Obtener la cooperación técnica o financiera que requiera para el desarrollo de sus actividades, de cualquier persona o entidad nacional o extranjera con observancia de las disposiciones legales vigentes. CAPITULO II Organos de dirección y administración.
