: Autorízase al Gobierno para que cuando lo estime conveniente rebaje ó suprima del todo los derechos de exportación, y también por modificar, elevando ó disminuyendo el arancel aduanero de importación en defensa de los productos colombianos, cuando éstos fueren gravados de modo excesivo en las tarifas aduaneras de otros países.
