Decreto 3098 de 1996 · por la cual se autoriza al Distrito Capital de Santa fe de Bogotá para celebrar un empréstito externo con un grupo de bancos agenciado por ING Bank N.V., ING (US) Capital Corporation y Morgan Guaranty Trust Company of New York por la suma de US$195.000.000 de los Estados Unidos de América.
