º Igualmente se transmitirán libres de porte con el CARÁCTER DE OFICIALES LOS DESPACHOS TELEGRAFICOS QUE NO EXCEDAN EN SU TOTALIDAD DE CINCUENTA PALABRAS Y VERSEN PRECISAMENTE SOBRE ASUNTOS URGENTES DEL SERVICIO PUBLICO, dirigidos por Los Presidentes de las Asambleas departamentales; El Comandante en Jefe de los Ejércitos; Los Comandantes generales, Jefes de Zonas militares e Intendentes; El Tesorero general de la Republica; El Gerente del Banco Central; EL Gerente y Administrador de las Rentas reorganizadas; El Director general de la Policía Nacional; El Jefe dela Gendarmería Nacional; y los Administradores de Aduana. Ninguno de estos empleados podrá dirigir a un mismo funcionario o entidad MAS DE UN DESPACHO TELEGRAFICO DIARIO SOBRE UN MISMO ASUNTO.
