del siguiente tenor:

Parágrafo

Las funciones administrativas del Congreso de la República serán ejercidas por un órgano técnico independiente adscrito a la Rama Legislativa que goce de personería jurídica y autonomía. El citado órgano rendirá informes de su gestión al Congreso en pleno, al inicio de cada período de sesiones y presentará los estados financieros certificados, tanto por el Contador General de la Nación, como por el Contralor General de la República.
