Art. 3º Los fondos creados por los incisos 5º y 7º del mismo artículo los retirarán los Pagadores del sueldo del Jefe u Oficial que, estando inscrito en el Escalafón, sirva fuera del Ejército algún empleo nacional, departamental o municipal. Cuando alguno de ellos deba pagarse a sí mismo con los fondos que maneja, él hará el descuento.
