Cuando las loterías no sean administradas directamente por las Beneficencias, el valor de los impuestos del cinco por ciento (5%) sobre emisión de billetes y del diez por ciento (10%) sobre premios ingresarán a los respectivos organismos departamentales competentes para ser repartido en la misma forma estipulada en el artículo 2º de la presente Ley, aún cuando los premios no hayan quedado en el público.
