El Jefe del Estado colombiano, o en su defecto un autorizado representante suyo, dirigirá el 24 de octubre un mensaje radial a los ciudadanos, con el propósito de asociarse, en nombre de Colombia, a los festejos conmemorativos que se efectuarán en todas las naciones del mundo afiliadas a las Naciones Unidas.
