Artículo primero. El Congreso de la República de Colombia honra la memoria del ilustre ciudadano Gilberto García, fundador y primer Comandante del benemérito Cuerpo de Bomberos Voluntarios de Palmira, Valle, al cumplirse cincuenta años de la fundación de dicha institución los cuales han estado dedicados al servicio ininterrumpido de la comunidad en la prevención y adecuada atención de diversas calamidades públicas.
