El numeral 3º. del artículo 118 de la Constitución Nacional quedará así:

Presentar al Congreso el proyecto del Plan Nacional de Desarrollo Económico y Social y los de sus modificaciones, según se prevé en el artículo 80, entre cuyos objetivos deberá contemplarse el desarrollo armónico de las diferentes regiones del País, y también aquellos de obras públicas contemplados en el ordinal 4º del artículo 76.

En el numeral 8º del mismo artículo se suprime la referencia al numeral 11 del artículo 76.
