Adiciónase el numeral 1 del artículo 320 del Estatuto Orgánico del Sistema Financiero con el siguiente literal:

El Fondo de Garantías de Instituciones Financieras (Fogafín), expedirá y administrará las garantías del Gobierno Nacional otorgadas para bonos hipotecarios para financiar cartera VIS subsidiable y para títulos emitidos en procesos de titularización de cartera VIS subsidiable, que se emitan con base en cartera originada en los establecimientos de crédito.
