La inversión de los fondos del referido empréstito solo podrá hacerse con intervención de una Junta compuesta del Ministro de Hacienda y Crédito Público, del Gerente del Banco de la República, del Alcalde de Bogotá y de dos miembros de la representación liberal del Consejo de Bogotá, ninguno de los cuales podrá delegar a otra persona la asistencia a la Junta.
