Al Hacer El Estudio De Las Obras Que Se Proyectan Se Tendrá En Cuenta La Relación Costo-Habitante, Con El Fin De Que Se Adelanten De Preferencia Aquellas Que Con Una Menor Inversión, Beneficien A Un Mayor Núcleo De Población

º Al hacer el estudio de las obras que se proyectan se tendrá en cuenta la relación costo-habitante, con el fin de que se adelanten de preferencia aquellas que con una menor inversión, beneficien a un mayor núcleo de población. Este principio puede salvarse en casos especiales y previo el concepto favorable del Gobierno.

Parágrafo

Autorizase al Instituto Nacional de Fomento Municipal, para que proceda a contratar con entidades nacionales o extranjeras, el estudio y planificación de las obras que el Instituto debe adelantar en un periodo de tiempo aconsejable, o a crear su propia oficina de Planificación.
