Los pliegos de cargos de la conducción de correos nacionales se someterán a la aprobación del Presidente de la República, previo concepto del Consejo de Ministros, y no necesitan de 1a revisión del Consejo, de Estado. Queda así reformado el artículo 1 de la Ley 106 de 1931 .
