Art. 10. Practicado que sea administrativamente un reconocimiento de crédito por empréstitos i suministros voluntarios que consten en contratos escritos i celebrados con las debidas formalidades, se emitirá la correspondiente órden de pago, con la imputacion debida al Presupuesto de gastos, a favor del iudividuo a quien se haya declarado con derecho a percibir la suma reconocida a cargo del Tesoro, i espresándose en ella que debe cubrirse en Libranzas de las mandadas emitir por la lei.
