El Gobierno podrá confiar la dirección y administración de los trabajos que se necesite ejecutar en cada vía a los Gobernadores de los respectivos Departamentos y al Intendente del Chocó, o a Juntas especiales compuestas cada una de tres miembros, nombrados por el mismo Gobierno, quien conservará en todo caso la dirección y fiscalización superior de los trabajos para cerciorarse de su buena ejecución.
