Art. 9.º Para la certificación consular, las facturas serán gravadas del modo siguiente : Las de la primera clase, con nueve pesos; Las de la segunda clase, con diez y ocho pesos; Las de la tercera clase, con veinticuatro pesos; y Las de la cuarta clase, con treinta pesos por cada mil pesos ó fracción de mil.
